NOTICE IS HEREBY GIVEN, that at an election to be held in the Town of Underhill, on Tuesday, April 6, 2021, the following offices are to be elected to succeed the present incumbents listed.  All terms are for two years beginning on Tuesday, April 19, 2021.

NOTICE IS FURTHER GIVEN, that a town caucus for the purpose of nominating candidates to appear on the spring election ballot for the above listed offices will be scheduled during the month of January. The caucus will be held on a date not sooner than January 5, 2021 and not later than January 24, 2021.  Notice of the scheduled date of the caucus will be given at least five days before the caucus.

Acceptable Photo ID will be required to vote at this election.  If you do not have a photo ID you may obtain a free ID for voting from the Division of Motor Vehicles.

NOTICE OF PUBLIC HEARING – 2021 BUDGET

November 9, 2020

NOTICE is hereby given that on Tuesday, November 24, 2020 at 6:00 p.m., at the Underhill Community Center, 5597 Cardinal Road, Gillett, WI, a public hearing on the Proposed 2021 Budget will be held.

Immediately following the Public Hearing, a Special Town Meeting will be held to approve the town tax levy for 2020 taxes payable in 2021.

The proposed budget in detail is available for inspection in the Clerk’s off by appointment. Following is a summary of the proposed budget.

OUTSTANDING PROVISIONAL BALLOTS

NOVEMBER 3, 2020 GENERAL ELECTION

PER STATE STATUTE 7.15(15)  PROVIDE NOTICE OF OUTSTANDING PROVISIONAL BALLOTS.  As soon as possible after the closing hour for all polling places in the municipality on election night, the municipal clerk shall post at his or her office and on the Internet at a site announced by the clerk before the polls open, and shall make available to any person upon request, a statement of the number of electors who have cast provisional ballots at the election in the municipality that cannot be counted as of that closing hour because the electors have not satisfied relevant voting requirements.

Notice of Meeting of the Local and Municipal Board of Canvassers
At the close of voting on Election Day, pursuant to the provisions of Wis. Stat. § 19.84, the Election Inspectors will convene as a joint meeting of the Local Board of Canvassers and the Municipal Board of Canvassers for the purpose of conducting the local and municipal canvasses pursuant to Wis. Stat. §§7.51 and 7.53(1). This meeting will be open to the public pursuant to Wis. Stat. §§ 19.81-89.

VOTING BY ABSENTEE BALLOT

September 21, 2020

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may submit a request to vote an absentee ballot to their municipal clerk.  A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 28 consecutive days before the election.  The elector must also be registered in order to receive an absentee ballot.  Proof of identification must be provided before an absentee ballot may be issued. 

You must make a request for an absentee ballot in writing or online at MyVote.wi.gov

Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both.  You may also submit a written request in the form of a letter or you may apply for an absentee ballot online at MyVote.wi.gov.  Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature.  You may make application to your municipal clerk for an absentee ballot in person, by mail, by fax, by email or at MyVote.wi.gov.

The deadline for making application to receive an absentee ballot by mail is:

5 pm on the fifth day before the election, Thursday, October 29, 2020.

Note:    Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror.  If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

You may also request and vote an absentee ballot in the clerk’s office, or other specified location, by making an appointment to cast an absentee ballot in person with your municipal clerk.

The last day to vote an absentee ballot in the clerk’s office is Friday, Ocotber 30, 2020 at 5 p.m.

No in-person absentee voting may occur on the day before the election.  *Extended in-person absentee voting hours may be available by appointment.  The municipal clerk will deliver voted ballots returned on or before Election Day to the proper polling place before the polls close on November 3, 2020.  Any ballots received after the polls close will not be counted.

SPECIAL TOWN MEETING OF ELECTORS NOTICE

Notice is hereby given that a special town meeting of the Town of Underhill, Oconto County, Wisconsin will be held at the Underhill Community Center located at 5597 Cardinal Road, Gillett, Wisconsin, on the 3rd day of October, 2020, at 10 a.m., for the following purposes:

  1. To discuss financing of the 2020 Community Development Block Grant – Public Facilities (CDBG-PF) for the construction of a New Fire Station.
  2. Vote to approve Resolution to Commit Match Funds for the 2020 Community Development Block Grant – Public Facilities (CDBG-PF) for the construction of a New Fire Station.

OPEN BOOK/BOARD OF REVIEW

Notice that the assessment Roll is open for Examination and Open Book

Town of Underhill, Oconto County.

Pursuant to s. 70.45, Wis. Stats. The assessment roll for the Year 2019 assessment will be open for examination on the 9th day of July, 2020 at 9:00 am until 11:00 am.

Additionally, the assessor will be available on the 9th day of July, 2020 at the Underhill Community Center, 5597 Cardinal Road, Gillett from 9:00 am to 11:00 am.

Instructional material will be provided at the open book to persons who wish to object to valuations under s. 70.47, Wis. Stats.

Notice of Board of Review Meeting

The Board of Review will meet on the 27th day of July, 2020 at 5:00 pm at the Underhill Community Center, 5597 Cardinal Road, Gillett for the purpose of calling the Board of Review into session during the forty-five day period beginning on the 4th Monday of April, pursuant to s. 70.47 (1), Wis. Stats.

Pursuant to s.70.47 (2), Wis. Stats.:

*No person shall be allowed to appear before the board of review, to testify to the board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the assessor to enter onto property to conduct an exterior view such property being assessed.

After the first meeting of the board of review and before the board’s final adjournment, no person who is scheduled to appear before the board of review may contact, or provide information to, a member of the board about that person’s objection except at a session of the board.

No person may appear before the board of review, testify to the board by telephone or contest the amount of any assessment unless, at least 48 hours before the first meeting of the board or at least 48 hours before the objection is heard if the objection is allowed under sec.70.47 (3) (a), that the person provides to the clerk of the board of review notice as to whether the person will ask for removal under sec.70.47 (6m) (a) and if so which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take.

When appearing before the board, the person shall specify, in writing, the person’s estimate of value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate.

No person may appear before the board of review, testify to the board by telephone or object to a valuation; if that valuation was made by the assessor or the objector using the income method; unless the person supplies to the assessor all of the information about income and expenses, as specified in the manual under s. 73.03 (2a), that the assessor requests.  The municipality or county shall provide by ordinance for the confidentiality of information about income and expenses that is provided to the assessor under this paragraph and shall provide exceptions for persons using the information in the discharge of duties imposed by law or of the duties of their office by order of a court.  The information that is provided under this paragraph, unless a court determines that it is inaccurate, is not subject to the right of inspection and copying under s. 19.35 (1).
